Unnamed character aka Powerarms from Xmen animated series. Powerarms was a character from the future, a mutant who could 'power up' his arms which he would then run through sentinels. The base is a ToyBiz Gideon with sculpted feed and flipflops, gambit coat, and the head... I think it's a chap mi figure or some real cheap army figure with scuplted hair.
