Ok, quick step away from the Officers to make a Vault Dweller. Actually, I do think I have a few female dwellers coming up, as well. Almost forgot about those. Originally, I thought this was representative of the player character, but apparently it's just random people hanging out in the vaults. The player is someone else.

Head was from a BossFight male blank with the hair sculpted on. Hands were also from a BossFight male blank. Lower legs were from a random Joe, extended and resculpted a bit. Sculpted the waist, full torso, sleeves, and bracers. Topped off with a Marauder rifle, a full repaint, and all done!
