This isn't Jay Garrick?!? For years, I've thought this was Jay. I even read this comic and have still been convinced it was Jay. But, when I was looking up the helmet design, I found out it's actually Wally West. So either every website has been changed to mess with people, or yeah, this is Wally. This guy should get a lot easier for people next year. I believe BossFight is supposed to be releasing a clear red body with their redone builds. So you'll just have to make the helmet.

Sculpted up the full helmet. Then gave him a clear repaint, and all done!
