Turtle characters are pretty rare in the Sonic franchise, there were a couple in Sonic Boom and at least one in the Archie comic, but turtle fan characters are even rarer, in fact Troy is is the first ones I've seen and certainly the first I've been asked to make. Troy kind of looks like what a Ninja Turtle would look like in the Sonic style, so it's fitting that one of the Ninja Turtle megabloks figures was the base, though I did have to make larger hands, feet, and a head to of course blend in with the iconic Sonic styling.
