In 2293, at the start of the historic Klingon / Federation peace proceedings, General Chang initiated a plot to assassinate Chancellor Gorkon. As Gorkon's chief of staff, General Chang was able to gather the vital information needed to carry out the plan. Peace with the Federation was feared by General Chang and his cohorts. As the proceedings progressed, it seemed the only way to stop the peace treaty was to kill Gorkon. Conspiring with Starfleet Admiral Cartwright, General Chang enlisted a group of rebels to carry out the plot. The goal: to stop Gorkon’s peace treaty negotiations with the enemy and frame Captain Kirk and Dr. McCoy for the murder. The assassination took place at Khitomer, the site of the historic peace treaty conference. General Chang was ultimately killed at that site.
