Elim Garak was a ruthless interrogator for the Obsidian Order until he was accused of having betrayed Cardassia and his mentor, Enebran Tain. Exiled to Terek Nor (as Deep Space Nine was called under Cardassian rule), he assumed the cover of a humble tailor.

Although the Starfleet crew on DS9 suspected that Garak was more than just a tailor, they could never prove it until an assassination attempt. Garak set out for Cardassian space, and learned that Tain had tried to kill him. Garak and Tain overcame these differences, and Garak joined him in a failed assault on the Founder's Homeworld. Garak returned to his tailor shop, where he remains in exile. He maintains a friendly acquaintance with Dr. Julian Bashir
