Though the Federation is aware that Captain Jean-Luc Picard is not responsible, we cannot allow this threat to remain - you are authorized to neutralize Locutus at all cost.

Remember, Locutus is our adversary and possesses all of Captain Picard's knowledge of Starfleet [due to a cybernetic mental link with Captain Picard's brain].
